Mission Statement

The mission of the Division of Banking is to maintain a financial regulatory system for Wyoming that promotes a progressive banking environment, ensures fair and lawful consumer related financial transactions, provides the public with convenient, safe and competitive banking and allows for economic development within this State.

History of the Office of Wyoming’s State Banking Commissioner

The office of territorial bank examiner was created on March 9, 1888 by the Tenth Territorial Legislature which convened in Cheyenne, Wyoming on January 10, 1888.  The territorial bank examiner was to hold office for two years and until his successor was appointed.  Herman Glafcke was the only territorial bank examiner appointed during the territorial period; he was appointed by Governor Thomas Moonlight on December 12, 1888 and did not serve out his term.

Wyoming’s first State Legislature, which convened in Cheyenne on November 12, 1890, created the position of state examiner on January 10, 1891.  This position had the authority to examine banks and assumed the duties of the territorial bank examiner which included examining public offices of the state and counties.  Joel Ware Foster, the first state examiner took office on March 26, 1891. 

The office of the state examiner became a part of the Department of Audit effective July 1, 1989 after the 1989 Legislature authorized the Wyoming Government Reorganization Act of 1989.

The 1991 Legislature authorized the creation of the state banking board and the position of state banking commissioner.  The state banking commissioner assumed the bank regulation responsibilities of the state examiner.
